This submittal is a follow-up to Permit 24 101008TJ, wherein the subject areas of this application were omitted from the referenced permit. Per Monica Buck, "...the City can issue the ROW permit for the areas that had previously been withheld near the guideway in advance of resolution of whether a transit access permit (TAP) is necessary from King County. Please resubmit the same plans to the City (to initiate review) and the City will issue a revision to the existing permit authorizing work in these areas with the condition that a TAP be obtained and training completed if necessary prior to the start of work."

PSE proposes the construction of a new substation in Bellevue (the Richards Creek substation) and the upgrade of 16 miles of two existing 115 kV transmission lines with 230 kV lines (collectively referred to as the Energize Eastside Project or the Project) that runs from Redmond in
the north to Renton in the south. In the North Bellevue Segment which is included in this ROW application package, PSE proposes to upgrade approximately 5.2 miles of existing transmission lines to accommodate a 115kV to 230 kV upgrade. The existing transmission lines are located in
PSE's approximately 100-foot wide Sammamish-Lakeside-Talbot transmission line corridor. This upgrade includes replacing existing wooden H-frame poles (which have 2-3 poles each) with steel monopoles. Within the existing utility corridor, the proposed pole locations for the rebuilt lines will generally be in the same locations as the existing poles. In some instances, poles will be moved to accommodate landowner preferences and easement considerations, and to minimize impacts to critical areas. During construction, selective tree removal will occur within the corridor to meet
federal vegetation management requirements and PSE standards. Note: the project is within PSE's existing transmission line corridor and includes multiple parcels.
