North Rotary Security Fence and Bollards, is comprised of security infrastructure upgrades such as security fencing, bollards, K-12 cabling and road infrastructure for an approximately 1200-foot stretch of sidewalk situated between the South Parking Lot and the South Secure Park. The South Secure parking area is divided into two parts, North and South, by a one-way North Rotary Road which runs east to west. The surface runoff from the south portion of the parking lot is captured by shallow concrete swales and conveyed through multiple 6-inch dual steel pipes running under the North Rotary Road and existing planter beds, discharging the pipe flow onto continued concrete channel. The existing parking lot does not have any stormwater management facility to treat the surface runoff. Therefore, the design proposes three (3) Bioretention Facilities and two (2) Tree Boxes to treat the surface runoff to maximize the pollutant load reduction and safely convey discharge downstream. The proposed Bioretention’s are S1, S2 and S3. All the three Bioretention’s are 15’ wide with varying lengths 288’, 462’ and 266’ respectively. Proposed bioretention facilities are designed to capture a total of 5.28 Acres of drainage area. The two Tree Boxes F-42 and F-43 are sized 6’x12’ and 7’x13’ (internal dimensions) respectively treating a total 0.57 Acres drainage area. The two Tree Boxes are installed north of the South Secure Parking in an island along the Bridge Boulevard. The Bioretention’s are designed following VADEQ Stormwater Design Specification No.9 Version 2.0. and Stormwater Manual: A Guide to Stormwater Requirements for Land Disturbing Activities in Arlington County, April 2019. To maximize pollutant removal, bioretention’s are designed following Level 2 design criteria. For the BMP sizing and Target Storage (WQv) we used Arlington County Sizing Spreadsheet for bioretention’s Revised 2015, and for Water Quality Compliance and Runoff Volume and CN we used Arlington County VRRM (Virginia Runoff Reduction Method) Redevelopment Compliance Spreadsheet Version 3.0. Following the VADEQ Water Division Guidance Memo No 15-2005 dated May 18,2015 we are taking 10% pollution reduction for each missing design criteria. Therefore, the new pollution reduction numbers are (80% TP, 80% TN and 72% RR). See Tables 2-1 through 2-3 below for the proposed parking impacts.
